Narrative:
Cessna waiting departure runway 35L, lear (IFR) called ready for departure runway 17R. After getting a release I cleared the LR25 for takeoff then the cessna called ready runway 35L. I told the cessna to 'hold short' runway 35L. He said 'roger.' I then went back to him to get his hold short readback. He said 'roger hold short runway.' the lear had started his departure roll and the cessna pulled onto the runway in front of the LR25. The LR25 became airborne and cleared the top of the cessna by about 50 ft. When I saw the cessna pull onto the runway it was too late to abort the LR25. I did my best to get the cessna off of the runway but he was a student and did not understand my instructions.

Title: A C172 STUDENT PLT TAXIED ONTO THE RWY WITHOUT ATC AUTH WHILE AN LR25 WAS DEPARTING FROM THE OPPOSITE END OF THE RWY. THE LR25 PASSED APPROX 50 FT OVER THE TOP OF THE C172.
Narrative: CESSNA WAITING DEP RWY 35L, LEAR (IFR) CALLED READY FOR DEP RWY 17R. AFTER GETTING A RELEASE I CLRED THE LR25 FOR TKOF THEN THE CESSNA CALLED READY RWY 35L. I TOLD THE CESSNA TO 'HOLD SHORT' RWY 35L. HE SAID 'ROGER.' I THEN WENT BACK TO HIM TO GET HIS HOLD SHORT READBACK. HE SAID 'ROGER HOLD SHORT RWY.' THE LEAR HAD STARTED HIS DEP ROLL AND THE CESSNA PULLED ONTO THE RWY IN FRONT OF THE LR25. THE LR25 BECAME AIRBORNE AND CLRED THE TOP OF THE CESSNA BY ABOUT 50 FT. WHEN I SAW THE CESSNA PULL ONTO THE RWY IT WAS TOO LATE TO ABORT THE LR25. I DID MY BEST TO GET THE CESSNA OFF OF THE RWY BUT HE WAS A STUDENT AND DID NOT UNDERSTAND MY INSTRUCTIONS.
