Narrative:

Approaching den received clearance to 11000 ft. All 3 crew members heard 11000 ft. I read back 11000 ft. With no controller response to indicate otherwise, departed FL190 for 11000 ft. At 12000 ft TRACON asked our altitude. I responded 'leaving 12000 ft for 11000 ft.' he told us to turn left 60 degrees and said our assigned altitude was 13000 ft. I responded that I read back 11000 ft, to which he did not respond. Just another hearback/readback error. ATC workload is such that they seem not able to keep up with readbacks.
