Narrative:
I was on a visual approach into glenwood in my aircraft and made position reports 15 and 8 mi out with intent for landing on runway 33. Upon entering the pattern, I noticed another aircraft parked with part of the aircraft on the runway facing away from me (landing traffic). I announced my intentions for landing many times and requested the intentions of the other aircraft numerous times. The other aircraft made no response so I continued on final approach. I kept the other aircraft in sight at all times, in case they took off, and proceeded to land with intentions of a go around, if necessary. I made the last part of my approach left of the runway and when I was past the other aircraft, I landed on the runway. I asked 2 more times for communication with the other airplane, but still no response. (I flew that other airplane 1 day prior so I knew it had good radios.) I think the aircraft should have been in better position to see the landing traffic and should have used the radios. That appeared to be the problem and could have been corrected with appropriate safety procedures.
Original NASA ASRS Text
Title: A PA31 PLT LANDS ON A PARTIALLY OCCUPIED RWY BY FLYING BESIDE THE RWY UNTIL HE WAS PAST THE OTHER ACFT. THE OTHER PLT, IN A PA28, WAS APPARENTLY, NOT MONITORING THE RADIO.
Narrative: I WAS ON A VISUAL APCH INTO GLENWOOD IN MY ACFT AND MADE POS RPTS 15 AND 8 MI OUT WITH INTENT FOR LNDG ON RWY 33. UPON ENTERING THE PATTERN, I NOTICED ANOTHER ACFT PARKED WITH PART OF THE ACFT ON THE RWY FACING AWAY FROM ME (LNDG TFC). I ANNOUNCED MY INTENTIONS FOR LNDG MANY TIMES AND REQUESTED THE INTENTIONS OF THE OTHER ACFT NUMEROUS TIMES. THE OTHER ACFT MADE NO RESPONSE SO I CONTINUED ON FINAL APCH. I KEPT THE OTHER ACFT IN SIGHT AT ALL TIMES, IN CASE THEY TOOK OFF, AND PROCEEDED TO LAND WITH INTENTIONS OF A GAR, IF NECESSARY. I MADE THE LAST PART OF MY APCH L OF THE RWY AND WHEN I WAS PAST THE OTHER ACFT, I LANDED ON THE RWY. I ASKED 2 MORE TIMES FOR COM WITH THE OTHER AIRPLANE, BUT STILL NO RESPONSE. (I FLEW THAT OTHER AIRPLANE 1 DAY PRIOR SO I KNEW IT HAD GOOD RADIOS.) I THINK THE ACFT SHOULD HAVE BEEN IN BETTER POS TO SEE THE LNDG TFC AND SHOULD HAVE USED THE RADIOS. THAT APPEARED TO BE THE PROB AND COULD HAVE BEEN CORRECTED WITH APPROPRIATE SAFETY PROCS.
