Narrative:

Prior to lahso procedures going into effect, soir was complex enough. The FAA tells ATC specialists to keep your eyes 'out the window' or on the traffic. Now with lahso and the ICAO aircraft idents it causes an ATC specialist to put his eyes into a book or information area to determine type aircraft or hold short capabilities. Complexity is multiplied and in some instances delays can be attributed to a controller not having the time to look up information, or unable to ascertain proper aircraft type. In my opinion, this has been a very poor procedure accepted by the FAA and could possibly lead to system errors. Callback conversation with reporter revealed the following information: reporter stated there is information available in a 3 ring binder which idents the categories of aircraft for the particular runways used with the lahso operations. Reporter indicated they have to direct attention away from the tower or radar duties for the specific aircraft type to do this. Reporter alleges that they were told to ask the pilot for the aircraft model when it was not indicated on the strips, ie, ATR.

COMPLEXITY IS MULTIPLIED AND IN SOME INSTANCES DELAYS CAN BE ATTRIBUTED TO A CTLR NOT HAVING THE TIME TO LOOK UP INFO, OR UNABLE TO ASCERTAIN PROPER ACFT TYPE. IN MY OPINION, THIS HAS BEEN A VERY POOR PROC ACCEPTED BY THE FAA AND COULD POSSIBLY LEAD TO SYS ERRORS. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED THERE IS INFO AVAILABLE IN A 3 RING BINDER WHICH IDENTS THE CATEGORIES OF ACFT FOR THE PARTICULAR RWYS USED WITH THE LAHSO OPS. RPTR INDICATED THEY HAVE TO DIRECT ATTN AWAY FROM THE TWR OR RADAR DUTIES FOR THE SPECIFIC ACFT TYPE TO DO THIS. RPTR ALLEGES THAT THEY WERE TOLD TO ASK THE PLT FOR THE ACFT MODEL WHEN IT WAS NOT INDICATED ON THE STRIPS, IE, ATR.
