BE2000A aircraft with descent clearance to 15000 ft then to 13000 ft, controller intervened when aircraft descending through 14400 ft stating aircraft was only cleared to 15000 ft. Flight crew reminded controller that he had cleared them to 13000 ft which he concurred.

Narrative:
Controller initially cleared our aircraft to descend to 15000 ft then subsequently cleared us down to 13000 ft. We read back both clrncs. Passing through 14400 ft on our way to 13000 ft controller told us our cleared altitude was 15000 ft. Upon our query and reply we were told to maintain 13000 ft. The controller seemed rather sheepish at our inquiry of the matter. I believe firmly that the controller did clear us down to 13000 ft as I read back but simply forgot that we were cleared to 13000 ft after issuing the clearance.

THE CTLR SEEMED RATHER SHEEPISH AT OUR INQUIRY OF THE MATTER. I BELIEVE FIRMLY THAT THE CTLR DID CLR US DOWN TO 13000 FT AS I READ BACK BUT SIMPLY FORGOT THAT WE WERE CLRED TO 13000 FT AFTER ISSUING THE CLRNC.
