Narrative:
Controller initially cleared our aircraft to descend to 15000 ft then subsequently cleared us down to 13000 ft. We read back both clrncs. Passing through 14400 ft on our way to 13000 ft controller told us our cleared altitude was 15000 ft. Upon our query and reply we were told to maintain 13000 ft. The controller seemed rather sheepish at our inquiry of the matter. I believe firmly that the controller did clear us down to 13000 ft as I read back but simply forgot that we were cleared to 13000 ft after issuing the clearance.

Title: BE2000A ACFT WITH DSCNT CLRNC TO 15000 FT THEN TO 13000 FT, CTLR INTERVENED WHEN ACFT DSNDING THROUGH 14400 FT STATING ACFT WAS ONLY CLRED TO 15000 FT. FLC REMINDED CTLR THAT HE HAD CLRED THEM TO 13000 FT WHICH HE CONCURRED.

PASSING THROUGH 14400 FT ON OUR WAY TO 13000 FT CTLR TOLD US OUR CLRED ALT WAS 15000 FT. UPON OUR QUERY AND REPLY WE WERE TOLD TO MAINTAIN 13000 FT. THE CTLR SEEMED RATHER SHEEPISH AT OUR INQUIRY OF THE MATTER. I BELIEVE FIRMLY THAT THE CTLR DID CLR US DOWN TO 13000 FT AS I READ BACK BUT SIMPLY FORGOT THAT WE WERE CLRED TO 13000 FT AFTER ISSUING THE CLRNC.
