Narrative:

At approximately 55 DME on sea VOR 101 degree radial, I was the PNF. We were cruising at 14000 ft MSL. I left communication radio #1 (frequency 120.3 ZSE) to pick up sea ATIS on communication #2. The captain was guarding communication #1. I wrote down the ATIS and told the captain I was back on communication #1. The captain didn't tell me of any changes. At 39 DME the captain said over the interphone 'oh no, we have to cross snomy at 1000 ft MSL.' he started the descent and we crossed snomy at 12000 ft MSL. ZSE asked us if we had received the clearance to cross snomy at 10000 ft. I asked the captain if we had been cleared to do so. He said yes. I told center 'yes.' center then asked what altitude we were at. I said 12000 ft over snomy. Then center handed us off to sea approach. The captain never told me center had given us a crossing restr. 2 things could have prevented this mishap. 1) I could have monitored communication #1. 2) the captain should have briefed me on any changes when I came back up on communication #1.

Title: AN ACR BE02 FLC WERE TOO HIGH AT A XING POINT. THE FO DID NOT KNOW ABOUT THE XING CLRNC BECAUSE HE WAS GETTING THE ATIS WHEN THE CAPT ACCEPTED IT FROM ARTCC AND THE CAPT DID NOT INFORM HIM OF THE CLRNC.

THE CAPT NEVER TOLD ME CTR HAD GIVEN US A XING RESTR. 2 THINGS COULD HAVE PREVENTED THIS MISHAP. 1) I COULD HAVE MONITORED COM #1. 2) THE CAPT SHOULD HAVE BRIEFED ME ON ANY CHANGES WHEN I CAME BACK UP ON COM #1.
