Narrative:

I was on a training, preparation flight en route to our practice area, cll. At about 5 mi west of cll, I was level at 800 ft MSL and preparing to start my practice maneuvers as a military jet and I came into close proximity of each other. As I saw the military jet, it made a turn to the north to avoid me. WX conditions at the time of occurrence were marginal VFR due to haze. Cll reported over ATIS that conditions at cll were clear below 12000 ft and visibility 10 mi. However at my location, WX conditions were less due to haze. Corrective action: in class east airspace, under MVFR conditions, it is both aircraft's responsibility to see and avoid traffic. Perhaps more attention (even more than 70% outside) needs to be occurring when WX conditions are marginal.

CLL RPTED OVER ATIS THAT CONDITIONS AT CLL WERE CLR BELOW 12000 FT AND VISIBILITY 10 MI. HOWEVER AT MY LOCATION, WX CONDITIONS WERE LESS DUE TO HAZE. CORRECTIVE ACTION: IN CLASS E AIRSPACE, UNDER MVFR CONDITIONS, IT IS BOTH ACFT'S RESPONSIBILITY TO SEE AND AVOID TFC. PERHAPS MORE ATTN (EVEN MORE THAN 70% OUTSIDE) NEEDS TO BE OCCURRING WHEN WX CONDITIONS ARE MARGINAL.
