Narrative:

Air carrier X was climbed to 12000 ft (E120). Air carrier Y (DC8) later climbed to 11000 ft. Air carrier X was not level at 12000 ft when separation was lost. There was a distraction from other controllers from the area next to me. They were yelling and pointing on my scope about another aircraft that they did not want to accept into their sector. In all the confusion I was not able to scan properly and catch my error.

Title: ARTCC CTLR ALLEGES DISTR FROM SEPARATION DUTIES ALLOWING A DC8 TO REACH 11000 FT PRIOR TO AN E120 REACHING 12000 FT WITHIN 5 MI OF EACH OTHER ON THE SAME DEP COURSE.

Narrative: ACR X WAS CLBED TO 12000 FT (E120). ACR Y (DC8) LATER CLBED TO 11000 FT. ACR X WAS NOT LEVEL AT 12000 FT WHEN SEPARATION WAS LOST. THERE WAS A DISTR FROM OTHER CTLRS FROM THE AREA NEXT TO ME. THEY WERE YELLING AND POINTING ON MY SCOPE ABOUT ANOTHER ACFT THAT THEY DID NOT WANT TO ACCEPT INTO THEIR SECTOR. IN ALL THE CONFUSION I WAS NOT ABLE TO SCAN PROPERLY AND CATCH MY ERROR.
