Narrative:
Small transport Y departed lincoln park, nj, and was climbed to 4000' on a 170 degree heading. Light transport X departed teterboro, nj, off runway 19 and was climbed to 4000' on a 280 degree heading (traffic overhead prohibited climb above 4000'). Departure controller became distracted with a conflict of ewr departures and a visual approach to linden, nj. Aircraft had less than standard separation.

Narrative: SMT Y DEPARTED LINCOLN PARK, NJ, AND WAS CLBED TO 4000' ON A 170 DEG HDG. LTT X DEPARTED TETERBORO, NJ, OFF RWY 19 AND WAS CLBED TO 4000' ON A 280 DEG HDG (TFC OVERHEAD PROHIBITED CLB ABOVE 4000').
