Narrative:

On visual approach to psc descending through 5000 ft, chinook approach called traffic 1000 ft below at 11 O'clock. Visual contact made with small high wing aircraft. Moments later, TCASII advisory called 'traffic, traffic, monitor vertical speed' then 'climb, climb.' some hesitancy to climb because traffic was in sight at 2 mi away. Just then another aircraft (small biplane) was sighted making a hard turn away at 11 O'clock at 300 ft near miss. Slow reaction to TCASII and perception that the airplane in sight was the conflict led to near miss. Approach assumed that when called the traffic in sight that we saw the near one and did not call both. Moral: comply with TCASII.

Title: AN ACR B737 ON VISUAL APCH TO PSC GIVEN TFC INFO BY APCH CTL ON AN SMA, THE B737 SAW IT VISUALLY AND MOMENTS LATER RECEIVED A TCASII RA. THE ACR FLC DISREGARDED THE TCASII RA AND THEN SPOTTED ANOTHER SMA IN AN EVASIVE ACTION MANEUVER APPROX 300 FT AWAY.

MOMENTS LATER, TCASII ADVISORY CALLED 'TFC, TFC, MONITOR VERT SPD' THEN 'CLB, CLB.' SOME HESITANCY TO CLB BECAUSE TFC WAS IN SIGHT AT 2 MI AWAY. JUST THEN ANOTHER ACFT (SMALL BIPLANE) WAS SIGHTED MAKING A HARD TURN AWAY AT 11 O'CLOCK AT 300 FT NEAR MISS. SLOW REACTION TO TCASII AND PERCEPTION THAT THE AIRPLANE IN SIGHT WAS THE CONFLICT LED TO NEAR MISS. APCH ASSUMED THAT WHEN CALLED THE TFC IN SIGHT THAT WE SAW THE NEAR ONE AND DID NOT CALL BOTH. MORAL: COMPLY WITH TCASII.
