Narrative:

On takeoff and departure at anc runway 6R (anc 2 SID) departure states that aircraft will turn to a heading of 190 degrees within 10 mi or alert controller if unable. Either at 9 DME or 2000 ft, we started turn at approximately 9.5 DME and did not stay within 10 mi limit. Controller asked why we were so close to mountains. I had put the flaps up and was limited to 15 degree bank. Flaps were retracted due to icing.
