Narrative:
While on an IFR flight at 4000 ft from teb to crw, dulles approach indicated a climb would be necessary at approximately 17 DME northeast of mrb and asked if I could accept 6000 ft. My best recollection is that I was then approximately 30-35 mi northeast of mrb. I asked permission to check with flight watch, since there was WX ahead, a threat of icing, and some possibility of continuing VFR or deviating. I was given permission and told to report back up. I made repeated attempts to talk with leesburg radio and finally got a response at a point where I was rushed to copy down WX, consult charts and report back up sufficiently ahead of 17 DME northeast of mrb. My recollection is that I was approximately 21-22 DME northeast of mrb when I reported back up and advised I could accept 6000 ft. Dulles approach immediately ordered a turn to 090 degrees, which I complied with. Approach subsequently advised that while copying down WX and consulting charts, I had apparently drifted north of course (wind was out of southwest) and entered P40.
Original NASA ASRS Text
Title: INST RATED PVT PLT OF A C177, ON AN IFR FLT, ENTERED P40 PROHIBITED AIRSPACE DUE TO AN INADVERTENT EXCURSION FROM ASSIGNED AIRWAY.
Narrative: WHILE ON AN IFR FLT AT 4000 FT FROM TEB TO CRW, DULLES APCH INDICATED A CLB WOULD BE NECESSARY AT APPROX 17 DME NE OF MRB AND ASKED IF I COULD ACCEPT 6000 FT. MY BEST RECOLLECTION IS THAT I WAS THEN APPROX 30-35 MI NE OF MRB. I ASKED PERMISSION TO CHK WITH FLT WATCH, SINCE THERE WAS WX AHEAD, A THREAT OF ICING, AND SOME POSSIBILITY OF CONTINUING VFR OR DEVIATING. I WAS GIVEN PERMISSION AND TOLD TO RPT BACK UP. I MADE REPEATED ATTEMPTS TO TALK WITH LEESBURG RADIO AND FINALLY GOT A RESPONSE AT A POINT WHERE I WAS RUSHED TO COPY DOWN WX, CONSULT CHARTS AND RPT BACK UP SUFFICIENTLY AHEAD OF 17 DME NE OF MRB. MY RECOLLECTION IS THAT I WAS APPROX 21-22 DME NE OF MRB WHEN I RPTED BACK UP AND ADVISED I COULD ACCEPT 6000 FT. DULLES APCH IMMEDIATELY ORDERED A TURN TO 090 DEGS, WHICH I COMPLIED WITH. APCH SUBSEQUENTLY ADVISED THAT WHILE COPYING DOWN WX AND CONSULTING CHARTS, I HAD APPARENTLY DRIFTED N OF COURSE (WIND WAS OUT OF SW) AND ENTERED P40.
