Narrative:
While working at lit ATCT on nov/xa/97, my supervisor gave me a direct order to combine ground control with clearance delivery. In my opinion, this is an unsafe condition and I advised my supervisor of this. This forces combining a position that requires a ground controller to take their eyes off the airport and air traffic to issue and modify aircraft flight plans. This action forces an air traffic controller to divert their attention away from aircraft moving on active movement areas for extended periods of time, creating a potentially hazardous situation.

Title: CTLR RPTS BEING DIRECTED BY SUPVR TO WORK COMBINED TWR GND CTL AND CLRNC DELIVERY POS. CTLR DOES NOT AGREE WITH SUPVR AND STATES WORKING THESE COMBINED POS CREATES A POTENTIAL HAZARDOUS CONDITION DUE TO THE DIFFERING JOB FUNCTIONS.
Narrative: WHILE WORKING AT LIT ATCT ON NOV/XA/97, MY SUPVR GAVE ME A DIRECT ORDER TO COMBINE GND CTL WITH CLRNC DELIVERY. IN MY OPINION, THIS IS AN UNSAFE CONDITION AND I ADVISED MY SUPVR OF THIS. THIS FORCES COMBINING A POS THAT REQUIRES A GND CTLR TO TAKE THEIR EYES OFF THE ARPT AND AIR TFC TO ISSUE AND MODIFY ACFT FLT PLANS. THIS ACTION FORCES AN AIR TFC CTLR TO DIVERT THEIR ATTN AWAY FROM ACFT MOVING ON ACTIVE MOVEMENT AREAS FOR EXTENDED PERIODS OF TIME, CREATING A POTENTIALLY HAZARDOUS SIT.
