Narrative:

While working clearance delivery I was given a direct order from a supervisor to work ground control additionally. The clearance delivery position requires modification to flight plans and reading of printed materials. It is impossible to monitor ground movement of aircraft while sitting down and/or looking down. This is unsafe. I am reporting this prior to an incident in the belief that this situation may be remedied and prevent an occurrence.

Title: CTLR RPTS BEING DIRECTED BY SUPVR TO WORK COMBINED TWR GND CTL AND CLRNC DELIVERY POS. CTLR DOES NOT AGREE WITH SUPVR AND STATES WORKING THESE COMBINED POS CREATES A POTENTIAL HAZARDOUS CONDITION DUE TO THE DIFFERING JOB FUNCTIONS.
