Narrative:
While descending on a VOR approach, approach cleared us for the approach, but did not hand us off to tower. At the missed approach point, we advised approach of our position and continued on the published missed approach. After our query to approach, they acknowledged that after checking with the tower, that they had not handed us off to tower. No landing was made. We executed a low approach only.

Title: ATC APCH FORGOT TO HAND OFF PLT OF AN SMA SEL MAKING A VOR APCH IN IMC. THE OVERSIGHT WAS DISCOVERED AFTER THE RPTR QUESTIONED ATC DURING A MISSED APCH PROC.
Narrative: WHILE DSNDING ON A VOR APCH, APCH CLRED US FOR THE APCH, BUT DID NOT HAND US OFF TO TWR. AT THE MISSED APCH POINT, WE ADVISED APCH OF OUR POS AND CONTINUED ON THE PUBLISHED MISSED APCH. AFTER OUR QUERY TO APCH, THEY ACKNOWLEDGED THAT AFTER CHKING WITH THE TWR, THAT THEY HAD NOT HANDED US OFF TO TWR. NO LNDG WAS MADE. WE EXECUTED A LOW APCH ONLY.
