Narrative:
Left stl, ATC leveled us off at 7000 ft. Heavy ice was encountered and requested our climb from ATC, but they were unable at that time. Aircraft started vibrating. Declared emergency and returned to stl. As ice melted off aircraft during descent, vibrating stopped. I talked to our maintenance people about a possible overweight landing by 100 pounds. I did not write this up in log can because they informed me it would be taken care of and they would make the write-up. I found out later it was not written up. I was ready to write it up and maintenance talked me out of it. Aircraft went to hangar for the inspection. I should not have trusted them in saying they would make the write-up.

Title: FLC OF A JETSTREAM BA32 DECLARED AN EMER DURING DEP CLB AFTER ENCOUNTERING HVY ICE AT 7000 FT, AND THE ACFT STARTED VIBRATING. SINCE ATC WAS UNABLE TO PROVIDE A HIGHER ALT, A RETURN LAND WAS MADE. THE ACFT STOPPED VIBRATING WHEN THE ICE FELL OFF. HOWEVER, THE ACFT EXCEEDED MAX LNDG WT AND THE RPTR DID NOT WRITE IT IN THE ACFT LOG AS REQUIRED.
Narrative: LEFT STL, ATC LEVELED US OFF AT 7000 FT. HVY ICE WAS ENCOUNTERED AND REQUESTED OUR CLB FROM ATC, BUT THEY WERE UNABLE AT THAT TIME. ACFT STARTED VIBRATING. DECLARED EMER AND RETURNED TO STL. AS ICE MELTED OFF ACFT DURING DSCNT, VIBRATING STOPPED. I TALKED TO OUR MAINT PEOPLE ABOUT A POSSIBLE OVERWT LNDG BY 100 LBS. I DID NOT WRITE THIS UP IN LOG CAN BECAUSE THEY INFORMED ME IT WOULD BE TAKEN CARE OF AND THEY WOULD MAKE THE WRITE-UP. I FOUND OUT LATER IT WAS NOT WRITTEN UP. I WAS READY TO WRITE IT UP AND MAINT TALKED ME OUT OF IT. ACFT WENT TO HANGAR FOR THE INSPECTION. I SHOULD NOT HAVE TRUSTED THEM IN SAYING THEY WOULD MAKE THE WRITE-UP.
