ZDC controller coordination with ZNY controller to determine if slower speed was necessary on handoff of a BA31 following another BA31. ZNY controller agreed and ZDC controller xferred communication, reducing second BA31 speed to 190 KTS. Control actions insufficient to ensure separation, apparently by the overtake speed of the second aircraft.

After completing handoffs to ZNY, I called mdt sector to ask if he would like me to slow air carrier X down. He said yes, to slow him to 190 KTS. I said show it, slowed the aircraft and shipped him.
