Narrative:
It was a busy session with chop everywhere. 2 departures off of dtw over rod were stopped at FL280 and we had a wbound inbound to ind. The ind arrival was taken down to FL290. When the first departure off of dtw checked in he was climbed to FL290 clear of the inbound, and when the second departure called she immediately climbed him also to FL290. FL290 was never put in the data block. Both the tracker and the d-side were off-line coordinating.

Title: RPTED LOSS OF SEPARATION WHEN AN ACR CLBING TO FL290 CONFLICTED WITH A PVT ACFT DSNDING TO THE SAME ALT.
Narrative: IT WAS A BUSY SESSION WITH CHOP EVERYWHERE. 2 DEPS OFF OF DTW OVER ROD WERE STOPPED AT FL280 AND WE HAD A WBOUND INBOUND TO IND. THE IND ARR WAS TAKEN DOWN TO FL290. WHEN THE FIRST DEP OFF OF DTW CHKED IN HE WAS CLBED TO FL290 CLR OF THE INBOUND, AND WHEN THE SECOND DEP CALLED SHE IMMEDIATELY CLBED HIM ALSO TO FL290. FL290 WAS NEVER PUT IN THE DATA BLOCK. BOTH THE TRACKER AND THE D-SIDE WERE OFF-LINE COORDINATING.
