Narrative:
Could not get ATC to respond when we were asking for WX deviation until third call. At that time we had already deviated for level 4 WX. Controller said 'unable' any deviation whatsoever. He then declared us emergency aircraft, stated we were not in his airspace, and squawk 7700. Following the 1-2 mi deviation, we again contacted him and flight resumed normally.

Title: AN ACR DH8 FLC RPT THAT THEY DEVIATED FROM THEIR RTE TO AVOID TSTMS WHEN THEY WERE UNABLE TO OBTAIN PERMISSION FROM THE CTLR.
Narrative: COULD NOT GET ATC TO RESPOND WHEN WE WERE ASKING FOR WX DEV UNTIL THIRD CALL. AT THAT TIME WE HAD ALREADY DEVIATED FOR LEVEL 4 WX. CTLR SAID 'UNABLE' ANY DEV WHATSOEVER. HE THEN DECLARED US EMER ACFT, STATED WE WERE NOT IN HIS AIRSPACE, AND SQUAWK 7700. FOLLOWING THE 1-2 MI DEV, WE AGAIN CONTACTED HIM AND FLT RESUMED NORMALLY.
