Narrative:

Filed B737-400 (overwater equipped/non ETOPS equipped) from phl to stt via sie.B24.champ.A300.ddp.B520.tist. For some reason, new york oceanic reissued clearance as champ.B24.gabes.A523.ddp. No message received from either oceanic or from flight's captain other than initial position report from oceanic at champ. Since I work this flight on a daily basis, I never looked at ETA to next reporting point as I assumed it would be holma. The next position report I received was aircraft reporting at pruitt with ETA next point of gronn -- neither of which I recognized. Comparing flight plan, reported position to company issued plotting chart (plotting chart has shaded areas indicating both 'no B737' and 'ETOPS only' airspace), I discovered aircraft was given rerte by ATC and captain accepted new route. Airspace not authority/authorized due aircraft confign. Once in range of stt, I questioned captain on this and was advised: 1) was not issued plotting chart with international kit by company personnel at phl. 2) captain used an outdated chart, one which did not have shaded airspace restrs (those he had been carrying in his flight bag as spares). When plotted new route, did not see aircraft not equipped to use A523. I did not catch rerte from first position report. New york oceanic needs to send copy of oceanic clearance when issued as gander and santa maria oceanic does.

Title: DISPATCHER RPT ON A B737-400 THAT WAS RERTED OVER AN ETOPS RTE BY ZNY BUT WAS NOT CONFIGURED FOR AN ETOPS OP. PIC HAD ACCEPTED THE RERTE AS HIS CHART WAS AN OUTDATED ONE THAT FAILED TO INDICATE THE 'NO FLY ZONES' FOR HIS ACFT. DISPATCHER FAILED TO CATCH ERROR ON THE FIRST POS RPT.

AIRSPACE NOT AUTH DUE ACFT CONFIGN. ONCE IN RANGE OF STT, I QUESTIONED CAPT ON THIS AND WAS ADVISED: 1) WAS NOT ISSUED PLOTTING CHART WITH INTL KIT BY COMPANY PERSONNEL AT PHL. 2) CAPT USED AN OUTDATED CHART, ONE WHICH DID NOT HAVE SHADED AIRSPACE RESTRS (THOSE HE HAD BEEN CARRYING IN HIS FLT BAG AS SPARES). WHEN PLOTTED NEW RTE, DID NOT SEE ACFT NOT EQUIPPED TO USE A523. I DID NOT CATCH RERTE FROM FIRST POS RPT. NEW YORK OCEANIC NEEDS TO SEND COPY OF OCEANIC CLRNC WHEN ISSUED AS GANDER AND SANTA MARIA OCEANIC DOES.
