Narrative:

A BE90 70 mi northeast sac VOR, descending from FL240 to 12000 ft direct sac and CAPT02 arrival sjc. The relieved controller handed the aircraft off to sacramento approach (north sector). Prior to xfer of communications, the relieved controller released control of the BE90 to mcc approach north. The relieved then issued communications xfer to the BE90 to mcc north's frequency. The relieving controller had no recollection of the aircraft being released to mcc approach during the relief briefing. The BE90's data block expired (timed out) approximately 40 mi northeast of the sac VOR. The aircraft was turned south (by mcc approach) and it entered ZOA sector 23's airspace descending through 15500 ft.

Title: ARTCC RADAR CTLR GIVING ON THE JOB TRAINING, AND A BE90 BEING WORKED AT HIS SECTOR WAS HANDED OFF TO APCH CTL AND CTL RELEASED TO APCH CTLR. RADAR CTLR AND TRAINEE WERE RELIEVED AND THE BE90 WAS NOT INCLUDED IN THE RELIEF BRIEFING. APCH CTL TURNED THE BE90 INTO ANOTHER ARTCC RADAR SECTOR'S AIRSPACE WITHOUT COORD THUS CAUSING AN OPDEV.

PRIOR TO XFER OF COMS, THE RELIEVED CTLR RELEASED CTL OF THE BE90 TO MCC APCH N. THE RELIEVED THEN ISSUED COMS XFER TO THE BE90 TO MCC NORTH'S FREQ. THE RELIEVING CTLR HAD NO RECOLLECTION OF THE ACFT BEING RELEASED TO MCC APCH DURING THE RELIEF BRIEFING. THE BE90'S DATA BLOCK EXPIRED (TIMED OUT) APPROX 40 MI NE OF THE SAC VOR. THE ACFT WAS TURNED S (BY MCC APCH) AND IT ENTERED ZOA SECTOR 23'S AIRSPACE DSNDING THROUGH 15500 FT.
