Narrative:

On downwind I noticed #2 engine oil pressure fluctuating in the green arc. Notified our maintenance people, was told probably a faulty gauge. Once fluctuations reached the yellow arc range initiated the precautionary engine shutdown procedure. (J32 limitation -- if below 23000 ft and below 70 psi secure engine.) we declared an emergency and xferred to the runway 12L ILS. Aircraft landed without further incident. Maintenance personnel indicated a problem with scavenge pump. Engine burned approximately 3 quarts oil from fort wayne, in, to st louis.
