Narrative:

First officer flying did not stop at 10000 ft to slow, but proceeded to about 9600 ft at approximately 290 KIAS. As he passed 10000 ft, I said 'watch your speed.' he realized it and pulled up slowly, descending approximately 400 ft below 10000 ft. We were VFR with no traffic nearby, nor on TCASII, so I did not take control and pull up sharply, alarming passenger. First officer is less than 6 months with this company and a former fighter pilot who did not have this restr. I will be more alert with new, former military pilots in the future -- perhaps in a pre takeoff briefing.

Narrative: FO FLYING DID NOT STOP AT 10000 FT TO SLOW, BUT PROCEEDED TO ABOUT 9600 FT AT APPROX 290 KIAS. AS HE PASSED 10000 FT, I SAID 'WATCH YOUR SPD.'
