Narrative:
Aircraft arrived with right pack inoperative. Transferred to dmi (deferred maintenance item). Performed maintenance procedures as spelled out in MEL. On start up pack flow control valve proved not to be closed. Pumped hot air into stalled pack and smoked up cockpit. Fire department called. Operations normal after flow valve closed. Information available insufficient to determine if valve was open or closed.

Title: A DC8-73 ON ENG START DECLARED AN EMER DUE TO THE COCKPIT FILLING WITH SMOKE CAUSED BY A DEFERRED PACK FLOW CTL VALVE NOT SECURED CLOSED PER THE MEL.
Narrative: ACFT ARRIVED WITH R PACK INOP. TRANSFERRED TO DMI (DEFERRED MAINT ITEM). PERFORMED MAINT PROCS AS SPELLED OUT IN MEL. ON START UP PACK FLOW CTL VALVE PROVED NOT TO BE CLOSED. PUMPED HOT AIR INTO STALLED PACK AND SMOKED UP COCKPIT. FIRE DEPT CALLED. OPS NORMAL AFTER FLOW VALVE CLOSED. INFO AVAILABLE INSUFFICIENT TO DETERMINE IF VALVE WAS OPEN OR CLOSED.
