Narrative:
An event was in progress at 3 communication park. A blimp was orbiting 3 communication at or below 2000 ft. Several banner tows were also orbiting 3 communication park as well as transiting to/from oak and hwd airports (up to 6 banner tows at a time). Sfo was landing runways 19. ILS runway 19L and simultaneous visual approachs runway 19R. The problem was aircraft transiting to/from 3 communication to/from oak or hwd passed under finals and the data blocks blocked my vision of the arrival's data blocks until arrs were inside FAF. Aircraft orbiting 3 communication were consistently in conflict alert so data blocks could not be minimized to allow clear view of arrival's data blocks. Visual approachs to runway 19R were often vectored directly over 3 communication. Data blocks were then unreadable since they all overlapped. Solution: restr arrs to ILS runway 19L approach when heavy traffic is present orbiting 3 communication, or, if simultaneous approachs to runways 19L and 19R are in use, restr traffic at 3 communication to 1 blimp only.

Title: DURING AN EVENT, TWR LCL CTLR CONCERNED WITH MULTIPLE MEDIA EVENT SMA BLIMP IN CLOSE PROX TO ACFT CONDUCTING VISUAL APCHS TO SFO ARPT RWYS 19. ARTS DATA TAGS OVERLAPPED WITH ACFT XING OVER SPORTS STADIUM AND OTHERS ESTABLISHED ON FINAL APCH COURSE. RPTR WANTS ALL FLTS RESTR TO ONE FINAL APCH COURSE DURING THESE EVENTS OR LIMITS TO ACFT CIRCLING STADIUM.

ILS RWY 19L AND SIMULTANEOUS VISUAL APCHS RWY 19R. THE PROB WAS ACFT TRANSITING TO/FROM 3 COM TO/FROM OAK OR HWD PASSED UNDER FINALS AND THE DATA BLOCKS BLOCKED MY VISION OF THE ARR'S DATA BLOCKS UNTIL ARRS WERE INSIDE FAF. ACFT ORBITING 3 COM WERE CONSISTENTLY IN CONFLICT ALERT SO DATA BLOCKS COULD NOT BE MINIMIZED TO ALLOW CLR VIEW OF ARR'S DATA BLOCKS. VISUAL APCHS TO RWY 19R WERE OFTEN VECTORED DIRECTLY OVER 3 COM.
