Narrative:
Approximately 70-75 NM northwest of iah we're cleared to descend from 17000 ft to 9000 ft by cugar intersection. On the cugar 6 arrival to iah, exactly 46 DME on 305 degree radial from humble (iah) VORTAC. PF at the time began descent and I (PNF) proceeded to attain ATIS, brief passenger, contact ground operations for our arrival. Upon return I received a frequency change from center to approach. As I proceeded to contact I noticed that DME was approximately 42 and we're still at 9800 ft descending to 9000 ft. ATC did not notify us of any problems at all and they continued to vector us without any problems. Apparently, the PF had thought the descent to 9000 ft was at hoagi (DME 35) intersection, where they usually give us the crossing restr, instead of cugar. Fortunately, there was no conflict and ATC did not mention any error or deviation to us.

PF AT THE TIME BEGAN DSCNT AND I (PNF) PROCEEDED TO ATTAIN ATIS, BRIEF PAX, CONTACT GND OPS FOR OUR ARR. UPON RETURN I RECEIVED A FREQ CHANGE FROM CTR TO APCH. AS I PROCEEDED TO CONTACT I NOTICED THAT DME WAS APPROX 42 AND WE'RE STILL AT 9800 FT DSNDING TO 9000 FT. ATC DID NOT NOTIFY US OF ANY PROBS AT ALL AND THEY CONTINUED TO VECTOR US WITHOUT ANY PROBS. APPARENTLY, THE PF HAD THOUGHT THE DSCNT TO 9000 FT WAS AT HOAGI (DME 35) INTXN, WHERE THEY USUALLY GIVE US THE XING RESTR, INSTEAD OF CUGAR. FORTUNATELY, THERE WAS NO CONFLICT AND ATC DID NOT MENTION ANY ERROR OR DEV TO US.
