Narrative:
Crew cleared to climb to 17000 ft. We both went heads down, captain to tune VOR and set radial, first officer to omega. We both missed the 1000 ft to go callout and did not hear the chime, volume set too low. We both heard the 500 ft above alert altitude chime (probably due to reduced workload). We stopped the climb at 700 ft above target altitude. Meanwhile, ATC cleared us to continue the climb to FL230. Supplemental information from acn 360030: captain and first officer working on navigation (erroneous omega). Flight engineer running his panel. None of crew heard first chime on altitude alert, heard second chime thinking it was the first.

Title: AN ACR LGT CREW ADMITS THAT THEY CLBED THROUGH THEIR ASSIGNED ALT. ERROR ADMITTED. ACFT EQUIP PROB FAULTY OMEGA NAV REQUIRING BOTH PLT'S ATTN. POSSIBLE ACFT EQUIP PROB ALT ALERT DID NOT SOUND OR VOLUME TOO LOW.
Narrative: CREW CLRED TO CLB TO 17000 FT. WE BOTH WENT HEADS DOWN, CAPT TO TUNE VOR AND SET RADIAL, FO TO OMEGA.
