Narrative:
I was on an IFR flight from shv-cll. During the letdown phase of the flight, ZHU cleared me down to 2000 ft. Once leveled off, ZHU asked about my altitude. I told him I was at 2000 ft and he said ok. I asked him if that was the correct altitude and he said, I thought it was 3000 ft, but it's ok. I said, well do you want me back at 3000 ft and he said no. I then asked him if it was a problem. He said, no don't worry about it, there was no traffic.
