Narrative:

While 'in cruise' flight, we experienced a flap fail caution message. In consulting the checklist procedure and maintenance control, it was determined that a zero flap approach and landing was inevitable. We elected to divert from our destination because of runway lengths and returned to cincinnati. We declared an emergency with approach control and landed uneventfully.

Title: A CL65 RJ RETURNS TO CVG FOR AN EMER NO FLAP LNDG.

Narrative: WHILE 'IN CRUISE' FLT, WE EXPERIENCED A FLAP FAIL CAUTION MESSAGE. IN CONSULTING THE CHKLIST PROC AND MAINT CTL, IT WAS DETERMINED THAT A ZERO FLAP APCH AND LNDG WAS INEVITABLE.
