Narrative:
I was inbound from yip-ewr on descent into ewr in moderate icing on heading to intercept ILS localizer runway 4R. Approach control told me to fly heading 060 degrees to intercept ILS localizer runway 4R, maintain altitude I believe 3000 ft, 180 KTS to OM contact tower 118.3. We contacted the tower about the same time the localizer came alive, GS came very quickly. We were picking up a lot of ice which I was watching and flying the ILS. I was configuring the plane, the first officer contacted the tower. We were cleared to land. On the descent on the GS my speed decreased to 150 KTS. The tower called and asked how fast I was going. I told the first officer to say 150 KTS, I had slowed prior to reaching the OM. This made a problem for spacing on the approach, and the plane behind me was instructed to break off the approach and go around. As I broke out of the clouds the first officer noted that approximately 1 mi from touchdown the aircraft on runway 4R had just cleared the runway. If I had stayed on the assigned speed it would have been me going around. I believe that a closer adherence to assigned speed on my part and better spacing on approach's part would have resulted in this not happening.

Title: FLC OF DC9-15F INTERCEPTS ILS WHILE ENCOUNTERING ICING. CLRNC WAS TO MAINTAIN ALT AND 180 KTS. SPD DECREASED TO 150 KTS AND ACFT BEHIND WAS REQUESTED TO GAR.
Narrative: I WAS INBOUND FROM YIP-EWR ON DSCNT INTO EWR IN MODERATE ICING ON HEADING TO INTERCEPT ILS LOC RWY 4R. APCH CTL TOLD ME TO FLY HDG 060 DEGS TO INTERCEPT ILS LOC RWY 4R, MAINTAIN ALT I BELIEVE 3000 FT, 180 KTS TO OM CONTACT TWR 118.3. WE CONTACTED THE TWR ABOUT THE SAME TIME THE LOC CAME ALIVE, GS CAME VERY QUICKLY. WE WERE PICKING UP A LOT OF ICE WHICH I WAS WATCHING AND FLYING THE ILS. I WAS CONFIGURING THE PLANE, THE FO CONTACTED THE TWR. WE WERE CLRED TO LAND. ON THE DSCNT ON THE GS MY SPD DECREASED TO 150 KTS. THE TWR CALLED AND ASKED HOW FAST I WAS GOING. I TOLD THE FO TO SAY 150 KTS, I HAD SLOWED PRIOR TO REACHING THE OM. THIS MADE A PROB FOR SPACING ON THE APCH, AND THE PLANE BEHIND ME WAS INSTRUCTED TO BREAK OFF THE APCH AND GAR. AS I BROKE OUT OF THE CLOUDS THE FO NOTED THAT APPROX 1 MI FROM TOUCHDOWN THE ACFT ON RWY 4R HAD JUST CLRED THE RWY. IF I HAD STAYED ON THE ASSIGNED SPD IT WOULD HAVE BEEN ME GOING AROUND. I BELIEVE THAT A CLOSER ADHERENCE TO ASSIGNED SPD ON MY PART AND BETTER SPACING ON APCH'S PART WOULD HAVE RESULTED IN THIS NOT HAPPENING.
