Narrative:

Was holding at FL200 at rme VORTAC. Had a B727 holding directly below, in sight at FL190. Had a TCASII RA commanding a descent. Target showed above 1000 ft. Advised ZTL we had a TCASII RA to descend. He advised to maintain altitude because B727 directly below. TCASII RA showing +800 ft and descending. At +600 ft, we made a right turn back into the holding pattern. Established in turn, I noticed a B747 approximately 500 ft directly above and advised center.

Title: A HOLDING A320 FLC RECEIVED A TCASII RA DSND COMMAND, DUE TO AN OVERHEAD DSNDING B747. ATC ADVISED NOT TO DSND DUE TO A B727 HOLDING 1000 FT BENEATH. WHEN THE A320 TCASII RPTED THE B747 STILL IN DSCNT 600 FT ABOVE, THE A320 FLC TOOK EVASIVE TURN ACTION. THE A320 TCASII SHOWED THE B747 DSCNT ALT ARRESTED 500 FT ABOVE.
