Narrative:
Upon arrival at sjc on jan/thu/98, I advised loading crew that the FAA had been conducting numerous ramp checks to check containers, pallets and loading devices. I told them that I would arrive at the airplane early for my scheduled flight on jan/thu/98. I arrived approximately 1 hour 45 mins early, only to find the aircraft already loaded. I asked the loading supervisor if he had inspected the containers and pallets and loading devices. He said that he had inspected all of them himself and that they were all airworthy. Upon arrival at tol we were ramp checked by the FAA and 14 out of 18 loading devices were found to be unairworthy.

Title: FLC OF A CARGO DC8 IS RAMP CHKED AT DEST ARPT. 14 OF 18 LOADING DEVICES ARE FOUND TO BE UNAIRWORTHY.
Narrative: UPON ARR AT SJC ON JAN/THU/98, I ADVISED LOADING CREW THAT THE FAA HAD BEEN CONDUCTING NUMEROUS RAMP CHKS TO CHK CONTAINERS, PALLETS AND LOADING DEVICES. I TOLD THEM THAT I WOULD ARRIVE AT THE AIRPLANE EARLY FOR MY SCHEDULED FLT ON JAN/THU/98. I ARRIVED APPROX 1 HR 45 MINS EARLY, ONLY TO FIND THE ACFT ALREADY LOADED. I ASKED THE LOADING SUPVR IF HE HAD INSPECTED THE CONTAINERS AND PALLETS AND LOADING DEVICES. HE SAID THAT HE HAD INSPECTED ALL OF THEM HIMSELF AND THAT THEY WERE ALL AIRWORTHY.
