Narrative:
On the evening of jan/xx/98, aircraft YYY was in ZZZ for a remain overnight. Log page abc was initiated by the inbound crew. The log page stated that 'new forward flight attendant seat blocks access to circuit breaker panel behind seat.' I looked at the seat and determined that the discrepancy was as stated. I contacted maintenance control and told them of the problem. We discussed the best way to handle the problem. Maintenance control informed me that the aircraft was scheduled for a 10 hour remain overnight in xyz the next night. In view of the fact that the aircraft had been flying for about 1 1/2 months with this condition, it was decided that we should defer the item to engineering for them to evaluate. Callback conversation with reporter revealed the following information: the reporter stated this seat installation is a fleet wide installation and this aircraft has been in service for over 1 month with the seat installation. The reporter said several of the breakers on the panel are 3 phase breakers for a hydraulic pump and ground blower equipment.

Title: A DC9-10 WAS OPERATED IN REVENUE SVC WITH A FORWARD CABIN ATTENDANT SEAT INSTALLATION BLOCKING A CIRCUIT BREAKER PANEL.
Narrative: ON THE EVENING OF JAN/XX/98, ACFT YYY WAS IN ZZZ FOR A REMAIN OVERNIGHT. LOG PAGE ABC WAS INITIATED BY THE INBOUND CREW. THE LOG PAGE STATED THAT 'NEW FORWARD FLT ATTENDANT SEAT BLOCKS ACCESS TO CIRCUIT BREAKER PANEL BEHIND SEAT.' I LOOKED AT THE SEAT AND DETERMINED THAT THE DISCREPANCY WAS AS STATED. I CONTACTED MAINT CTL AND TOLD THEM OF THE PROB. WE DISCUSSED THE BEST WAY TO HANDLE THE PROB. MAINT CTL INFORMED ME THAT THE ACFT WAS SCHEDULED FOR A 10 HR REMAIN OVERNIGHT IN XYZ THE NEXT NIGHT. IN VIEW OF THE FACT THAT THE ACFT HAD BEEN FLYING FOR ABOUT 1 1/2 MONTHS WITH THIS CONDITION, IT WAS DECIDED THAT WE SHOULD DEFER THE ITEM TO ENGINEERING FOR THEM TO EVALUATE. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED THIS SEAT INSTALLATION IS A FLEET WIDE INSTALLATION AND THIS ACFT HAS BEEN IN SVC FOR OVER 1 MONTH WITH THE SEAT INSTALLATION. THE RPTR SAID SEVERAL OF THE BREAKERS ON THE PANEL ARE 3 PHASE BREAKERS FOR A HYD PUMP AND GND BLOWER EQUIP.
