Narrative:

On visual approach to runway 18R was instructed to cross orl VOR at 2500 ft. (Standard on that runway.) was set up in cockpit for ILS runway 18R. Intercepted localizer outside of VOR. Began to follow GS down, but that takes you below 2500 ft at VOR. Saw orl airport pass under nose, thought was passing it. Did not have VOR set on my side, just using visual on orl airport. Controller said check altitude, was 300 ft low over orl VOR. Perception was all is well because I'm following the GS. That must give me proper clearance on approach. Wrong. Not on visual.
