Narrative:
On jan/xa/98 at approximately XA00, flight abc departed mhr for tol with a different flight crew. Approximately 1 hour into the flight, the captain received word from the company that the hub in tol was canceled due to WX. He was told to return to mhr. At approximately AB00 the same date, this captain and his crew arrived at mhr to fly the daytime version of the mhr to tol flight, ede. When I arrived at the airport, I was told by our mechanic, as well as personnel, that flight abc never made it to tol and I would be taking his freight in. The aircraft was never unloaded or reloaded. My air carrier has no stated procedures that loaded aircraft must be unloaded, re-inspected, and then reloaded whenever there is a crew change. Upon arrival in tol, I was met by FAA safety inspector, mr X. Mr X and I observed the unloading of the aircraft. 1 container and 2 pallets were found to be unairworthy. Had I been there during the loading process, I would never have let these containers onboard my aircraft. I even believe that the 1 can that was unairworthy, I had previously bumped on a different flight. I am still checking on this. What did I learn? PIC is ultimately responsible. Do not trust another captain's judgement when it comes to my ticket!

Title: PIC OF B727 FREIGHTER FINDS SOME UNSATISFACTORY CARGO EQUIP DURING A RAMP CHK BY THE FAA IN TOL, OH.
Narrative: ON JAN/XA/98 AT APPROX XA00, FLT ABC DEPARTED MHR FOR TOL WITH A DIFFERENT FLC. APPROX 1 HR INTO THE FLT, THE CAPT RECEIVED WORD FROM THE COMPANY THAT THE HUB IN TOL WAS CANCELED DUE TO WX. HE WAS TOLD TO RETURN TO MHR. AT APPROX AB00 THE SAME DATE, THIS CAPT AND HIS CREW ARRIVED AT MHR TO FLY THE DAYTIME VERSION OF THE MHR TO TOL FLT, EDE. WHEN I ARRIVED AT THE ARPT, I WAS TOLD BY OUR MECH, AS WELL AS PERSONNEL, THAT FLT ABC NEVER MADE IT TO TOL AND I WOULD BE TAKING HIS FREIGHT IN. THE ACFT WAS NEVER UNLOADED OR RELOADED.
