Narrative:
Pre departure clearance: maintain FL230 airborne XA54Z, jan/xa/98. Initial call to bay departure, 'air carrier X 1300 ft climbing FL230.' no immediate response. After other bay departure xmissions, 'air carrier X radar contact.' at 3 NM short of normm intersection, 'air carrier X, turn right 020 degrees, 060 degrees, 070 degrees, climbing through 10700 ft MSL.' 'air carrier X, are you maintaining 10000 ft?' 'negative, we were previously cleared to FL230.' captain began to reduce climb rate. Bay departure, 'ok then expedite through 11000 ft, traffic 10 O'clock, 11000 ft.' captain increased climb rate to 4000-5000 FPM. TCASII RA occurred approximately 11300 ft with a command to descend. Aircraft was climbing 4000-5000 FPM. Captain continued to climb at a high rate and did not descend as such a maneuver would have put the aircraft back to 11000 ft at the same altitude as known traffic. A maneuver to descend the aircraft would have resulted in a very abrupt and dangerous maneuver. TCASII clear of conflict response in 3-5 seconds after RA. Bay departure, 'air carrier X thank you for your help.' frequency change. Other aircraft may have also climbed due to RA.

Narrative: PDC: MAINTAIN FL230 AIRBORNE XA54Z, JAN/XA/98. INITIAL CALL TO BAY DEP, 'ACR X 1300 FT CLBING FL230.' NO IMMEDIATE RESPONSE. AFTER OTHER BAY DEP XMISSIONS, 'ACR X RADAR CONTACT.'
