Narrative:
Clearance: bsr hadly 2 arrival ILS runway 11 oak. We were expecting vectors from sau. We received early vectors to intercept ILS runway 11 oak with a 40 KT tailwind. We could not descend fast enough to intercept the GS. We were held at 4000 ft until a few mi from the localizer and FAF. The turn on was between alcat and plaza intxns. We started a go around at approximately 1-2 mi from plaza. We were told to make an immediate left to 090 degrees and descend to 1800 ft. ATC called traffic at 11 O'clock. We spotted traffic at approximately 300 ft above and less than 1 mi. Visibility through the windshield was poor due to moderate to heavy rain. The vectors to intercept from the east to re-establish the approach were almost as bad as the first attempt. Traffic was not that heavy in the area. Supplemental information from acn 393062: we started a go around at approximately 1-2 mi from plaza. At this point in time we were between 2200-2500 ft MSL.

Title: MD11 FLC VECTORED TO ILS FINAL APCH COURSE WAS UNABLE TO DSND TO THE FAF ALT DUE TO 40 KT TAILWIND, HIGH LOC INTERCEPT ALT AND CLOSE IN VECTOR. FLC INITIATED A GAR 1- 2 MI OUTSIDE FAF, BUT CTLR ISSUED IMMEDIATE DSCNT AND VECTOR HDG FOR TFC. CTLR ACTIONS INSUFFICIENT TO MAINTAIN STANDARD SEPARATION.

WE STARTED A GAR AT APPROX 1-2 MI FROM PLAZA. WE WERE TOLD TO MAKE AN IMMEDIATE L TO 090 DEGS AND DSND TO 1800 FT. ATC CALLED TFC AT 11 O'CLOCK. WE SPOTTED TFC AT APPROX 300 FT ABOVE AND LESS THAN 1 MI. VISIBILITY THROUGH THE WINDSHIELD WAS POOR DUE TO MODERATE TO HVY RAIN.
