After landing blew left hand tire. This tire was a recap. After further examination of tire, on the side it said 'crop duster only.' this recap came with a yellow tag. Has there been a trend like this and was this tire legal?

Title: PLT OF A BEECH 50 TWIN BONANZA (BE50), BLEW OUT THE L MAIN GEAR TIRE DURING LNDG. POSTFLT TIRE EXAMINATION INDICATED THAT IT WAS A RETREAD FOR USE ON AGRICULTURE ACFT ONLY.
Narrative: AFTER LNDG BLEW L HAND TIRE. THIS TIRE WAS A RECAP. AFTER FURTHER EXAMINATION OF TIRE, ON THE SIDE IT SAID 'CROP DUSTER ONLY.' THIS RECAP CAME WITH A YELLOW TAG. HAS THERE BEEN A TREND LIKE THIS AND WAS THIS TIRE LEGAL?
