Narrative:
3 vehicles crossed runway 8 while an ATR was cleared for takeoff on the same runway. Ground controller coordinated with coordinator position 'crossing runway 10 at 'V' intersection with the slow vehicles.' coordinator position approved crossing of runway 10. ('V' intersection is on south side of runway 8.) 3 days later, the recordings were 'pulled,' listened to and though the vehicles were off the runway (not reflected on recorders) when the ATR commenced takeoff roll, the ground controller and maybe coordinator are being decertified for an operational deviation. Supplemental information from acn 393330: I had an ATR72 in position as the coordination took place. I was advised by the coordinator of the crossing. I scanned runway 8/26 and cleared the ATR72 for takeoff. The runway was clear as the clearance was given. As the ATR72 started takeoff roll about 2000 ft down the runway I scanned runway 8/26 again and observed the vehicles crossing runway 8/26 4000 ft ahead of the ATR72. The vehicles cleared with plenty of time and the ATR72 was airborne and well clear of the vehicles. The problem was a breakdown in communication between the ground controller and coordinator.

Narrative: 3 VEHICLES CROSSED RWY 8 WHILE AN ATR WAS CLRED FOR TKOF ON THE SAME RWY. GND CTLR COORDINATED WITH COORDINATOR POS 'XING RWY 10 AT 'V' INTXN WITH THE SLOW VEHICLES.' COORDINATOR POS APPROVED XING OF RWY 10. ('V' INTXN IS ON S SIDE OF RWY 8.) 3 DAYS LATER, THE RECORDINGS WERE 'PULLED,' LISTENED TO AND THOUGH THE VEHICLES WERE OFF THE RWY (NOT REFLECTED ON RECORDERS) WHEN THE ATR COMMENCED TKOF ROLL, THE GND CTLR AND MAYBE COORDINATOR ARE BEING DECERTIFIED FOR AN OPDEV. THE VEHICLES CLRED WITH PLENTY OF TIME AND THE ATR72 WAS AIRBORNE AND WELL CLR OF THE VEHICLES. THE PROB WAS A BREAKDOWN IN COM BTWN THE GND CTLR AND COORDINATOR.
