Narrative:
On approach into phx on flight xx at approximately XX45Z the captain was executing the ILS runway 8R, GS out (localizer only) approach. At approximately 2000 ft MSL, inbound from the FAF, in descent, pilot noticed a plus and minus 15 KT airspeed fluctuation accompanied by 2 distinct cells between aircraft and airport. Lightning and thunder were also noted in immediate vicinity. Pilot elected to go around. Missed approach was initiated with intent to fly to the published missed approach altitude of 5000 ft MSL. Climbing through approximately 3200 ft MSL, tower instructed us to maintain 3000 ft MSL. Upon reaching 3000 ft MSL, GPWS sounded 'terrain, terrain.' escape maneuver was initiated with pilot applying full power. Climbing through 5000 ft MSL (with terrain, terrain still sounding) tower advised us to maintain 4000 ft MSL. We immediately declared an emergency and kept climbing. GPWS warning did not extinguish until approximately 6200 ft MSL. Aircraft was leveled at 7500 ft MSL. We then diverted to tucson and landed uneventfully. In reviewing the entire event, both pilots believe that they experienced a false GPWS warning that was possibly generated by cell activity directly over the phx airport. The entire event occurred on the extended centerline of runway 8R where no terrain exists at the altitude we were at when we experienced the GPWS warning.
