Narrative:
VFR departure from uncontrolled airport. ATC was contacted for 'local IFR.' issued climb to 3000 ft MSL. Entered IMC at 2700 ft MSL, given full 'cleared to rockford via radar vectors,' after entering clouds. Not told to maintain VFR during climb to 3000 ft. Minimum vectoring altitude for area is 2500 ft MSL. FARS are inadvertently 'bent' during instructional flts due to student distractions.

Narrative: VFR DEP FROM UNCTLED ARPT. ATC WAS CONTACTED FOR 'LCL IFR.' ISSUED CLB TO 3000 FT MSL. ENTERED IMC AT 2700 FT MSL, GIVEN FULL 'CLRED TO ROCKFORD VIA RADAR VECTORS,' AFTER ENTERING CLOUDS. NOT TOLD TO MAINTAIN VFR DURING CLB TO 3000 FT. MINIMUM VECTORING ALT FOR AREA IS 2500 FT MSL. FARS ARE INADVERTENTLY 'BENT' DURING INSTRUCTIONAL FLTS DUE TO STUDENT DISTRACTIONS.
