Narrative:

Old radar displays are still a considerable problem at mci and at other facilities throughout the nation. During the last 7 days we have experienced at least 4 occasions when displays have either gone blank or needed to be replaced for some other reason. Also ARTS keyboards are having to be replaced at an alarming rate. Callback conversation with reporter revealed the following information: reporter indicated the problem with the display involved primarily the loss of ARTS data and the shifting of the display data across the scope. Reporter stated that by touching/turning the ARTS knob will restore ARTS data and touching the center/decenter knob for the display will return the display data to the proper position. Reporter alleges that technicians are complacent and do not do preventive or follow up maintenance on the displays or keyboards. Reporter also alleges there is no support from management to have airways facilities correct the equipment problems. Reporter stated that on one occasion, the ARTS keyboard was replaced 3 times on the same control position.

Title: RPTR ALLEGES RECURRENT PROBS WITH RADAR DISPLAYS AND ARTS KEYBOARDS.

Narrative: OLD RADAR DISPLAYS ARE STILL A CONSIDERABLE PROB AT MCI AND AT OTHER FACILITIES THROUGHOUT THE NATION. DURING THE LAST 7 DAYS WE HAVE EXPERIENCED AT LEAST 4 OCCASIONS WHEN DISPLAYS HAVE EITHER GONE BLANK OR NEEDED TO BE REPLACED FOR SOME OTHER REASON. ALSO ARTS KEYBOARDS ARE HAVING TO BE REPLACED AT AN ALARMING RATE. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR INDICATED THE PROB WITH THE DISPLAY INVOLVED PRIMARILY THE LOSS OF ARTS DATA AND THE SHIFTING OF THE DISPLAY DATA ACROSS THE SCOPE. RPTR STATED THAT BY TOUCHING/TURNING THE ARTS KNOB WILL RESTORE ARTS DATA AND TOUCHING THE CTR/DECENTER KNOB FOR THE DISPLAY WILL RETURN THE DISPLAY DATA TO THE PROPER POS. RPTR ALLEGES THAT TECHNICIANS ARE COMPLACENT AND DO NOT DO PREVENTIVE OR FOLLOW UP MAINT ON THE DISPLAYS OR KEYBOARDS. RPTR ALSO ALLEGES THERE IS NO SUPPORT FROM MGMNT TO HAVE AIRWAYS FACILITIES CORRECT THE EQUIP PROBS. RPTR STATED THAT ON ONE OCCASION, THE ARTS KEYBOARD WAS REPLACED 3 TIMES ON THE SAME CTL POS.
