Narrative:
During a maintenance check flight, the right engine was shut down to verify operation of propeller feathering/unfeathering. At this time left alternator failed and was unable to restart right engine. Gear/flaps were left up until landing was assured and then selected down. Flaps did not operate, gear did not show down and locked. A go around was executed with minimal climb capability resulting. A low level circuit, less than 500 ft due to inability to climb, was conducted. Emergency gear extension procedure was reviewed/carried out. A successful 1 engine, flaps up landing resulted. In retrospect, the inability of gear to extend should have been anticipated. Emergency gear extension procedure should have been reviewed and prepared for the first approach attempt. This would have avoided need for single engine go around.

Title: PLT OF AN SMT RECIPROCATING TWIN MADE AN EMER ON ARPT LNDG AFTER BEING UNABLE TO RESTART A FEATHERED ENG DURING A MAINT TEST FLT. PURPOSE OF THE FLT WAS TO CHK THE PROP FEATHERING SYS AND THE R ENG WAS FEATHERED. HOWEVER, THE L GENERATING SYS FAILED, AND THE BATTERY HAD INSUFFICIENT PWR TO RESTART THE FEATHERED ENG OR TO PUT THE WING FLAPS AND GEAR DOWN.
Narrative: DURING A MAINT CHK FLT, THE R ENG WAS SHUT DOWN TO VERIFY OP OF PROP FEATHERING/UNFEATHERING. AT THIS TIME L ALTERNATOR FAILED AND WAS UNABLE TO RESTART R ENG. GEAR/FLAPS WERE LEFT UP UNTIL LNDG WAS ASSURED AND THEN SELECTED DOWN. FLAPS DID NOT OPERATE, GEAR DID NOT SHOW DOWN AND LOCKED. A GAR WAS EXECUTED WITH MINIMAL CLB CAPABILITY RESULTING. A LOW LEVEL CIRCUIT, LESS THAN 500 FT DUE TO INABILITY TO CLB, WAS CONDUCTED. EMER GEAR EXTENSION PROC WAS REVIEWED/CARRIED OUT. A SUCCESSFUL 1 ENG, FLAPS UP LNDG RESULTED. IN RETROSPECT, THE INABILITY OF GEAR TO EXTEND SHOULD HAVE BEEN ANTICIPATED. EMER GEAR EXTENSION PROC SHOULD HAVE BEEN REVIEWED AND PREPARED FOR THE FIRST APCH ATTEMPT. THIS WOULD HAVE AVOIDED NEED FOR SINGLE ENG GAR.
