Narrative:
As local controller I had previously coordinated for ground controller to place GGG maintenance unit xx on runway 13/31 to replace runway lights. When aircraft X called for takeoff approximately 5 mins later, I cleared the aircraft for takeoff on runway 13 at intersection lima, forgetting about unit xx being on the runway 13 at intersection echo. Problem was caused, I believe, mainly by the fact that previous night I had slept very little due to sinus condition and came to work in a physical condition not conducive to ATC duties. Due to a lack of available sick leave and knowing that I felt bad, I still came to work and shouldn't have.

Title: ATCT LCL CTLR AUTHS ARPT MAINT ONTO RWY TO REPLACE RWY LIGHTS. APPROX 5 MINS LATER, PA23 IS CLRED FOR TKOF. WHEN ACFT BECOMES AIRBORNE, CTLR REMEMBERS MAINT PERSONNEL ARE ON RWY. CTLR CONTRIBUTES LACK OF SLEEP TO ERROR.
Narrative: AS LCL CTLR I HAD PREVIOUSLY COORDINATED FOR GND CTLR TO PLACE GGG MAINT UNIT XX ON RWY 13/31 TO REPLACE RWY LIGHTS. WHEN ACFT X CALLED FOR TKOF APPROX 5 MINS LATER, I CLRED THE ACFT FOR TKOF ON RWY 13 AT INTXN LIMA, FORGETTING ABOUT UNIT XX BEING ON THE RWY 13 AT INTXN ECHO. PROB WAS CAUSED, I BELIEVE, MAINLY BY THE FACT THAT PREVIOUS NIGHT I HAD SLEPT VERY LITTLE DUE TO SINUS CONDITION AND CAME TO WORK IN A PHYSICAL CONDITION NOT CONDUCIVE TO ATC DUTIES. DUE TO A LACK OF AVAILABLE SICK LEAVE AND KNOWING THAT I FELT BAD, I STILL CAME TO WORK AND SHOULDN'T HAVE.
