Narrative:

Approximately XX30M I cleared a CV60 for takeoff on a closed runway. I scanned the runway, but the vehicle was 'hidden' behind the post in the tower's windows. The runway 28R closed placard was up and in full view. The pilot did not commence takeoff roll, but queried 'is that a vehicle on the runway?' I responded 'yes,' without seeing the vehicle yet, but fixating on the closed placard. I immediately taxied the CV60 off the runway and to another. This is the first time in 11 1/2 yrs I truly scared myself. I attribute this to fatigue, last midshift of 5 mid's.

THE RWY 28R CLOSED PLACARD WAS UP AND IN FULL VIEW. THE PLT DID NOT COMMENCE TKOF ROLL, BUT QUERIED 'IS THAT A VEHICLE ON THE RWY?' I RESPONDED 'YES,' WITHOUT SEEING THE VEHICLE YET, BUT FIXATING ON THE CLOSED PLACARD. I IMMEDIATELY TAXIED THE CV60 OFF THE RWY AND TO ANOTHER. THIS IS THE FIRST TIME IN 11 1/2 YRS I TRULY SCARED MYSELF. I ATTRIBUTE THIS TO FATIGUE, LAST MIDSHIFT OF 5 MID'S.
