Narrative:
On mar/wed/98, I was sic and PNF on a BE300 FAA flight inspection king air. We were departing roa, va, on an IFR flight plan to conduct a flight inspection mission and landing at crw, wv. After receiving our IFR clearance and requesting taxi, ground control cleared us to taxi to runway 24. I was PNF and in the right seat. I observed before taxi that the PF had the airport diagram chart out and reviewed it. We departed the ramp on taxiway D and turned right on taxiway a. Taxiway a blends into the cargo ramp in front of the old terminal and taxiway G is just past the cargo ramp. I was temporarily distracted and then I noticed that the PF was stopping the aircraft and momentarily thereafter the ground controller advised us to hold short of the runway. We had passed the hold short line, but had not passed the runway edge line. We were then cleared to make a '180 degree turn' and taxi to runway 24 via taxiway G. We did a 180 degree turn and continued to taxi to runway 24. At no time did any part of the aircraft pass over the runway edge line. Approximately 10 mins after takeoff, roa approach control advised us to contact ATC after landing for possible pilot deviation. We had an airway facility person drive us down taxiway a to taxiway G so we could review the taxi markings. The following is a list of facts and safety recommendations that may help prevent future problems. We were cleared to taxi to runway 24. It may help to alert the pilot if ground control issued clearance via taxiway a right on taxiway G. The taxiway edge dashed marking that defines the edge of the taxiway and the cargo ramp are faded. These markings are probably invisible in wet/night conditions. The taxiway G sign is located on the left side of taxiway a prior to the short taxiway G that leads to runway 15/33. One arrow points to the left and one to the right, but you must taxi past this area to make a right turn on taxiway G. If the arrow pointing to the right was a diagonal arrow it may help alert the pilot. There is no taxiway G sign to the right side of taxiway a. This would certainly help designate the taxiway. Large aircraft parked on the cargo ramp near the intersection at txwys a and G restrict the view to the right as you approach the intersection. Surface painted taxiway direction signs would help identify taxiway G per aeronautical information manual, section 2-3-4, paragraph F. Centerline lighting showing the turn could be used and also taxiway edge lighting. The hold short line is well defined. They have provided two flashing caution lights at the hold short line, which indicated this has been a problem in the past. We did not see these caution lights when we taxied out in the aircraft. The airway facility person did indicate that lights are not as visible in sunny conditions but they should be on all the time. The airway facility person also stated that they seem to have a lot of taxi problems, 'just the other day I heard ground control yelling at someone to stop.' I suggest a runway/taxiway specialist evaluate this intersection and our recommendations.
