Narrative:
2 departures off pit nebound FL230, back aircraft overtaking front by 60 KTS. Aircraft handed off to our sector radar controller. Put in FL290 and handed aircraft off to next sector per ZOB SOP. The next sector called about the overtake. Radar controller said he was not talking to either. I then called the back sector about the overtake I was in the middle of a conversation between the previous and next sector controllers. I did not hear that I was to stop the front aircraft at FL280. It turned out front aircraft was on our frequency.
