Narrative:
There were numerous rain showers and thunderstorms in the south and central florida areas and on ar rtes overwater. All south florida traffic were being rted inland over florida creating a traffic flow problem. We were controled initially by fll departure, on a northwest course and cleared from 5000 ft to 11000 ft. We were advised of brasilia traffic at 2 O'clock position above us and climbing to 10000 ft. We reported the brasilia in sight and continued our climb above him to 11000 ft. We leveled with the brasilia in sight. Within a few mins we were given a turn to a 320 degree heading and a frequency change to ZMA. I told the captain that this did not look good because the brasilia did not seem to be leveling. He changed frequencys to ZMA where there was very heavy radio traffic. As he was waiting to check in ZMA they called us in the blind to turn to 270 degree heading and an immediate climb with no associated altitude. I turned and started a climb, at the same time we received a TCASII RA telling us to climb. As we climbed through 12000 ft, I told the captain that we had not been given a new altitude yet. He queried ZMA and they assigned us 16000 ft this was the first new altitude we had received since 11000 ft. To our knowledge we never got a new altitude until that point and we never responded to any altitude call. Either fll departure never gave us a new clearance or it was blocked and we never got it.
