Narrative:

An A320 was leading a B767 on civet STAR. The A320 was vectored off course and paralleled south of the B767 until visual separation was issued -- A320 visual on B767. The A320 checked on my frequency with less than 2 mi lateral separation and converging on the same STAR. The A320 stopped his descent at 10300 ft and initiated a climb and turned approximately 50 degrees north to avoid the B767. The A320 announced on the frequency that he was responding to TCASII and he wanted to report a near midair. Callback conversation with reporter revealed the following information: reporter alleges controllers were not properly trained for operations in new sector feeding aircraft from different routes to a single final. Reporter stated the previous approach controller that while using visual separation by the A320 on the widebody transport, both aircraft were inbound to the same fix. Reporter claims the controllers have learned to control the situation by setting up parallel approachs to different runways using vectors and visual separation with one aircraft on the approach procedure to the runway specified.

Title: RPTED SIT OF AN ACR A320 FLC CLAIMING A NEAR MIDAIR WITH A B767 ON WHICH THEY WERE MAINTAINING VISUAL SEPARATION WHILE BOTH ACFT WERE ON APCH TO THE SAME ARPT.

Narrative: AN A320 WAS LEADING A B767 ON CIVET STAR. THE A320 WAS VECTORED OFF COURSE AND PARALLELED S OF THE B767 UNTIL VISUAL SEPARATION WAS ISSUED -- A320 VISUAL ON B767. THE A320 CHKED ON MY FREQ WITH LESS THAN 2 MI LATERAL SEPARATION AND CONVERGING ON THE SAME STAR. THE A320 STOPPED HIS DSCNT AT 10300 FT AND INITIATED A CLB AND TURNED APPROX 50 DEGS N TO AVOID THE B767. THE A320 ANNOUNCED ON THE FREQ THAT HE WAS RESPONDING TO TCASII AND HE WANTED TO RPT A NEAR MIDAIR. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR ALLEGES CTLRS WERE NOT PROPERLY TRAINED FOR OPS IN NEW SECTOR FEEDING ACFT FROM DIFFERENT ROUTES TO A SINGLE FINAL. RPTR STATED THE PREVIOUS APCH CTLR THAT WHILE USING VISUAL SEPARATION BY THE A320 ON THE WDB, BOTH ACFT WERE INBOUND TO THE SAME FIX. RPTR CLAIMS THE CTLRS HAVE LEARNED TO CTL THE SIT BY SETTING UP PARALLEL APCHS TO DIFFERENT RWYS USING VECTORS AND VISUAL SEPARATION WITH ONE ACFT ON THE APCH PROC TO THE RWY SPECIFIED.
