The MSAW on the bgr ARTS alarms for all aircraft on the ILS approach to runway 15 at bgr. If this condition is not corrected, an aircraft which is low on the approach may not be idented as such.

Title: ATCT CTLR CONCERNED WITH RECENT ARTS IIA MSAW EQUIP MODIFICATIONS, CAUSING A SIGNIFICANT INCREASE IN FALSE ALERTS. CTLR BELIEVES THIS WILL DEVELOP NON RESPONSIVE CONDITIONING TO ALERTS, AND AN ACFT LOW ON THE APCH MAY BE OVERLOOKED.
Narrative: THE MSAW ON THE BGR ARTS ALARMS FOR ALL ACFT ON THE ILS APCH TO RWY 15 AT BGR. IF THIS CONDITION IS NOT CORRECTED, AN ACFT WHICH IS LOW ON THE APCH MAY NOT BE IDENTED AS SUCH.
